In Anchorage, the Child Development Center provides full-day, year-round child care for children between the ages of 19 months to five years. The Center has an open enrollment policy with a sliding tuition scale to benefit low-income families. The Center is licensed by the Municipality of Anchorage. In 2009, 50 children were served by the Center, and six transitioned to kindergarten. A Parent Council promotes family involvement in the Center’s activities and events. The Center continues to maintain its participation in the Strengthening Families Initiative aimed at eliminating child abuse and neglect. RurAL CAP CDC believes that a child’s growth at the Center must be understood and built upon by the family.

To achieve this goal, RurAL CAP CDC encourages involvement of families in experiences created at the Center by inviting family members to use their special talents and skills towards the quality of the program. Family members may become deeply involved in the decision-making through interview committees for hiring caregivers, or participating in writing policies. Family members are also welcome to participate in all aspects of the program, from classroom activities to the annual garage sale fundraiser. The RurAL CAP CDC is an active sponsor in community events and offers many opportunities for a richer appreciation of young children's needs and how to satisfy them. Events include parent activity nights, the Fur Rondy “Beyond Playdough” child activity days, advocacy for children’s issues in the community, and cooperation with other programs, including but not limited to: Foster Grandparents, Programs for Infants and Children, and the Anchorage School District Preschool Special Education Program.
